Study on Evaluation Methods of Resource and Environmental Carrying Capacity of Urban Agglomerationsbased on the Definition of “Three Districts and Three Lines”: Example from Guanzhong Plain Urban Agglomeration Evaluation

  • 土地利用功能分区研究是优化国土空间开发格局、科学配置资源的过程;区域资源环境承载力评价是确定资源环境开发利用强度、土地利用功能分区的前提基础。以关中平原城市群重要节点城市为评价单元,将地下地质结构、地表资源环境、生态环境特征要素约束条件和系统承载饱和度作为影响分区的评价准则,构建地壳稳定性分级评价体系、生态敏感性分级评价体系和基于CCPS的资源环境承载力评价指标体系,采用动态加权求和法对各项指标综合集成,表征约束层、支撑层和压力层"三个维度"的国土空间开发适宜性综合评价值,提出面向"三区三线"划定的资源环境承载力评价新思路,合理确定评价单元三大空间和三条控制线划定的层次化分级布局,为同期类似评价的深入研究提供科学的研究基础和系统的思路框架。
