Method from the perspective of inheriting and deepening the achievements of the "Dual−Evaluation" (the evaluation of resource and environmental carrying capacity and the evaluation of territorial space development suitability), this paper constructs a comprehensive evaluation index system for the carrying capacity of all elements including resources, environment, and ecology, and proposes a technical method that couples the results of the "Dual−Evaluation", covering the whole range of "single−item−comprehensive" and the whole process of "evaluation−monitoring−early warning".
Results Taking the urban agglomeration in central and southern Liaoning Province as an example, the research on the evaluation, monitoring and early warning of resource and environmental carrying capacity was carried out. There were 7 units demarcated as having low carrying capacity, 22 as medium, and 4 as high.The main controlling factors affecting the resource and environmental carrying capacity status include soil desertification, salinization, land subsidence, and groundwater environment. A comprehensive monitoring scheme based on element monitoring and carrying capacity status monitoring is formed, and the green−yellow−red early warning ideas under the change of resource and environmental carrying capacity status are explored.
Conclusions It provides technical support for carrying out the evaluation of resource and environmental carrying capacity at the provincial, urban agglomeration and river basin scales, and researching the whole−chain mechanism of investigation−evaluation−monitoring−early warning of resource and environmental carrying capacity.
