    摘要

  • 作为自然资源的重要组成部分，矿产资源的开发利用领跑者制度的构建工作才刚刚开始。论述了建立矿产资源开发利用领跑者评价机制的必要性及在促进矿业生态文明建设方面的作用和意义，初步提出了矿产资源开发利用领跑者的定义和内涵，建议从资源利用程度、资源利用技术水平、资源利用效益三个方面设定领跑者评价指标。

    As an important component of natural resources, the construction of the Top Runner Machnism of development and utilization for mineral resources is in initial stage. The necessity of evaluation mechanism to establish of the Top Leader of mining, and its role and significance in promoting ecological civilization construction of the mining industry are all discussed in this paper, and the definition and connotation of Top Leader of the development and utilization for mineral resources are put forward for the first time. And some suggestions of its evaluation index are given from three aspects: the utilization degree of mineral resource utilization, exploitation technology and equipment and utilization effect leader.
